Individuals desiring to present at the PA Section AWWA 2023 Conference should submit an abstract (100 words or less). Presentations with the greatest potential interest will be selected. Criteria for selection of a presentation include:

Bill Bergey former Philadelphia Eagles Linebacker
BILL BERGEY BIO
Bill Bergey played linebacker for the Cincinnati Bengals and Philadelphia Eagles from 1969-1980. Bergey played a key role in the Eagles’ rise during DIck Vermeil’s first three years as head coach, culminating in a trip to Super Bowl XV. During his time with the Eagles from 1974-1980, Bergey was a four-time All-Pro and three-time Eagles MVP and set the NFL record for most interceptions by a linebacker.
Bergey recorded 233 tackles in a single season with the Eagles and became the highest-paid defensive player in the league with a four-year contract for $1 million. He was a popular player who was the foundation of the “Gang Green” defense that brought the Eagles back to the playoffs in 1978, 1979, and to the Super Bowl in 1980. He retired from professional football in 1981.
Bergey was born in South Dayton, New York in 1945 and graduated from Arkansas State University in 1969 with a Bachelor of Science degree in Physical Education. He was an All-American in college and was voted by fans as the Top Player in Arkansas State history.

Chi Ho Sham

American Water Works Association
Dr. Chi Ho Sham is currently an independent consultant who has been working on drinking water and source water protection, water quality assessment, watershed management, underground injection control, and natural resources management issues for over three decades. He is a strong advocate of the “One Water” or “Total Water” framework that integrates practice areas including wastewater, stormwater, drinking water, conservation and efficiency, reuse, holistic resource planning, water quality restoration, ground water management, and innovation. He has been an active member of AWWA since joining in 1990.
Chi Ho volunteers for not only AWWA, but also for the Urban Watershed Research Institute, the Water Research Foundation, the Metro Vancouver’s Liquid Waste Management Plan Review/Update Public Advisory Committee, and the Ground Water Protection Council’s Aquifer Storage and Recovery-Managed Aquifer Recharge Workgroup. He received the Volunteer of the Year Award in 2016 and has served as chair of AWWA’s Technical and Educational Council (from 2017 to 2020).
Chi Ho holds a B.A. in geography (with a focus on planning) from the University of Regina in Saskatchewan, Canada. He received his M.A. and Ph.D., both in geography (with focus on fluvial geomorphology and hydrology), from the State University of New York at Buffalo. Currently, he is an adjunct professor at Clark University in Worcester, Massachusetts, teaching a course on natural resources management. When not at work, Chi Ho enjoys visiting national parks and spending time with family and friends.

Fuller Award Citation 2023
Purpose of this award: George Warren Fuller Awards are presented annually by the American Water Works Association to the sections’ respective selected members for their distinguished service to the water supply field in commemoration of the sound engineering skill . . . the brilliant diplomatic talent . . . and the constructive leadership which characterized the life of George Warren Fuller.
Eligibility for the award: To qualify for the award the person must be an Individual Member or a duly appointed representative of an organization member of the American Water Works Association. In the case of a posthumous award, the recipient must have been an AWWA member at the time of his/her death. Each section may make annual Fuller Award presentations equal to its number of Directors on the Association Board of Directors.
Entry requirements: Submission of a completed AWWA entry form by any section member to the section Fuller Award Committee.
Nomination procedure: Any section member may nominate an individual by submitting the completed entry form to the section Fuller Award Committee. A “citation” or statement of the basis upon which the recommendation is made must be included. Citations should in general contain 40 words or less and be appropriate for introduction of the awardee at the section award ceremony and the Fuller Society Breakfast held during the AWWA annual conference. Editorial adjustments in citations may be made as deemed necessary.

PA-AWWA is seeking nominations for the Samuel S. Baxter Award in recognition of outstanding personal service in the water supply field and in commemoration of leadership in the development of safe public water system facilities, the advancement of improved water supply practices and the promotion of a water works industry of high esteem and service to AWWA.
Any PA Section member may nominate another member by submitting the full name, address and biographical information of the nominee to PA-AWWA Vice-Chair

Vice-Chair:
The Pennsylvania Section AWWA Section Officers Nominating Committee is seeking the names of qualified and interested candidates to fill the position of Vice-Chair for the 2023-2024 term.
The candidate shall have served or currently be serving as a District Trustee, District Chair, Council Chair or Committee Chair. The committee will choose one or more from among the submitted candidates to stand for election at the 2022 annual business meeting luncheon on Wednesday, May 10, 2023 as part of the joint conference at the Kalahari Conference Center.
The responsibilities of the position include:
- Attend all Board meetings as a member of the Section Board of Directors.
- In the absence of the Chair-Elect, temporarily fulfill the duties of Chair-Elect.
- Serve on the Annual Conference Committee.
- Serve on the Director’s Nominating Committee.
Upon completion of the term as Vice-Chair, it is typical to advance through the remaining positions of Chair-Elect, Chair and Past Chair. Nominees should possess the commitment of their employer to undertake these responsibilities.
Based on the traditional convention of rotating officers among the Districts, candidates from the Northcentral and Southcentral Districts are preferred. Please forward names of qualified candidates by February 3, 2023.

Operator’s Meritorious Service Award:

PA-AWWA is seeking nominations for the Operator’s Meritorious Service Award in recognition of special performance in one or more of the following:
- Continuous compliance with all public health standards in treated drinking
- Consistent and outstanding contribution to plant maintenance thereby prolonging the useful life of equipment.
- The development of new and/or modified equipment or significant process modifications for more efficient and/or effective treatment.
- Special efforts in the training of treatment plant operators.
- Special acts not directly related to water treatment, but which demonstrates dedication to the public beyond the normal operating responsibilities.
- Consistent and outstanding contributions to operation and/or maintenance of distribution lines, pump stations and storage facilities.

The Pennsylvania Section of the AWWA encourages study in fields relating to the water supply industry and on May 10, 2023 is offering $2,000 in scholarship funds to eligible students. Students are eligible to apply if:
- They have completed one semester of their junior year of college or
they are a college senior or graduate level student.
- They are pursuing or planning to pursue a degree in engineering,
biology, chemistry, business administration or other field which may lead to a career in the water supply industry, and
- They are attending a Pennsylvania college or maintain a permanent residence in Pennsylvania.
Please help the Scholarship Committee choose the most eligible students by requesting an Application Packet and encouraging interested students to apply. Deadline for nominations is April 5, 2023.

Keynote Speaker: Steve Jones, Play-by-play announcer for the Penn State University Nittany Lions
Steve Jones, who serves as the play-by-play voice for Penn State football and men’s basketball, also covers a variety of Penn State and local sports. He also serves as the lead play-by-play voice of the State College Spikes. He teaches sports broadcasting in the John Curley Center for Sports Journalism.
In addition, communications students and professional broadcasters utilize the Steve Jones Student Sports Broadcasting Complex, housed in Rec Hall, when they work on the Penn State campus. The state-of-the-art complex (made possible with a gift from Penn State alumni Richard and Susan Barry) offers hands-on experiences to students pursuing careers in sports broadcasting.

Jon Eaton

American Water Works Association
Jon Eaton is the Superintendent of Utilities for the City of Eagan, the ninth largest city in Minnesota. He manages the water, sanitary, and storm systems, and cellular leasing.
Prior to Eagan, Jon was the Water Quality Supervisor for the City of Bloomington, Minnesota and managed water production and treatment, wholesale water purchases, distribution water quality, and the William Lloyd / Tri-City Analytical Laboratory.
Jon graduated with a Bachelor of Chemistry from the Institute of Technology at the University of Minnesota Twin Cities Campus.
Jon has been a member of AWWA for over 25 years, is an AWWA Utility Member, Research Foundation subscriber, and a Water Equation and Water For People supporter. He has significant experience at the Association and Section levels, and was honored with AWWA’s George Warren Fuller Award in 2008 and the Minnesota Section’s Leonard N. Thompson Award for Distinguished Service in 2013.
Jon has traveled to Africa and Central America to help villages address water supply and distribution issues, manage and participate in public infrastructure projects, and assist with education and medical services.
